11.00 – 12.30 RESPONSIBILITIES & COMPLIANCE FOR UK PRS
Workshop & presentations on new Code changes – hosted by PhonepayPlus
Led by Mark Collins, Head of Industry Affairs and Project Manager responsible for the new Code, this workshop represents and invaluable opportunity for stakeholders across the value chain to come together and discuss key issues with experienced PhonepayPlus staff that deal with compliance and enforcement on a day-to-day basis.
“The new Code is a significant departure from the “status quo” and although much has been retained from previous Codes, new proposed changes will inevitably affect everyone involved in PRS in the UK and PPP welcomes industry feedback”
PRESENTATIONS – EACH FOLLOWED BY 20min discussions:
• Roles and Responsibilities
• Outcomes to Deliver Consumer Protection
• Registration, Risk Assessment, and Due Diligence
PROPOSALS INCLUDE:
• Changes in the definitions of providers (from service provider and information provider to Level One and Level Two providers). This may mean a change in how some providers are regarded by PhonepayPlus in terms of their responsibilities, and we’d like to include a “find the Level Two provider” element into the Roles and Responsibilities discussion.
• A requirement for all parties to register with PhonepayPlus, and for Level Two providers to register their services.
• A requirement for Level Ones and networks (as appropriate) to perform ongoing risk assessment and control of their clients. We’d welcome views as to what is and is not feasible during the discussion.
• A clear set of rules, focused on outcomes to protect consumers and build their trust. We’d welcome views as to where these rules will need to be supported by guidance..
• Changes to Informal investigations, with a focus on time-based
